I have used K9 app for several years and had to reinstall it some days ago. It is not the reliable K9 I knew.
I have 4 mail-accounts, all of them correctly installed in K9. But the google-mail account is the only one properly working. The others dont get the defined 100 mails, but just 45,56 and 59.
One account has not been actualized for 4 days although i had received several mails in the meantime.
What version of K-9 / Thunderbird are you using and are your accounts Imap or Pop3?
Can you explain your question in a different way so your issue is better understood.

If I understand, you configured the local folder size setting below to 100 mails but less than 100 emails download to the app? [Settings > account > fetching mail > local folder size].
Have you confirmed all folders you need to synchronize have the “Sync” or “Push” setting enabled?
I’ve been unable to reproduce your issue. I tested using a gmail account with TB v13 & beta 14.3 and it works correctly.
I tested with the folder size set to 100 and 250 messages. In each case all messages successfully downloaded. After synchronization, I have at least 3 folders, each with over 200 emails in them.
Have you tried increasing the allowed message size from the default 32KiB
Settings > account > fetching mail: fetch messages up to
Account no synchronizing messages
Regarding the account that doesn’t sync at all…
Have you tried removing / re-adding this account? (without using any settings backup file)
Do emails download when you manually pull down to refresh?
Can you successfully send emails from the account?
Is the account successfully authenticating with the server?
Assuming you upgraded to v13 from v12.x …
Did you make any changes to the Imap-path prefix to workaround the v12 bug?
If so, have you tried returning the setting to their original values.
